Maybe they're all like this. Fixed shipping for USA, not including HI or AK. Someone with the tools and/or expertise could likely make it right. Once I got the tire on this is not tubeless BTW noticed its true.

Maybe the spokes need tuning. You can't tell anything by just looking at it but you can see on a balancing stand. Its actually new but its not true. It was too late to return it or I would have.

I don't know but have no way to make it true that's why its cheap. Its never been ridden on, though it had a tire installed and then removed. I really don't know. Maybe I got a bad one.
